The Fiscal Year 2024 Homeland Security Preparedness Technical Assistance Program (HSPTAP) is designed to strengthen the capabilities of state, local, tribal, and territorial (SLTT) governments in preventing, protecting against, responding to, and recovering from major events, including terrorism and disasters. The program aims to build a national system of emergency management by supporting state emergency management officials and Homeland Security Advisors.
Key activities under HSPTAP include: - Producing and distributing written resources on emerging homeland security and emergency management issues. - Conducting educational seminars, training sessions, and workshops for newly appointed Homeland Security Advisors and Emergency Management Directors. - Facilitating discussions among key stakeholder groups to share best practices and insights on homeland security and emergency management topics. - Hosting nationwide forums, trainings, and meetings for Homeland Security Advisors, Emergency Management Directors, and other professionals from public and private sectors.
Recipients of the grant will work closely with FEMA to enhance communication and coordination across all levels of government and emergency response disciplines. The program supports intelligence sharing, governance structures, communications interoperability, infrastructure protection, and all-hazards disaster preparedness, response, and recovery efforts.
